ServiceNow’s Governance Is Real. It’s Also Scoped.

ServiceNow has made a serious move into AI agent governance. The Autonomous Workforce initiative, AI Control Tower, Moveworks acquisition integration, and L1 Service Desk AI Specialist represent a credible enterprise AI strategy.

AI Control Tower provides traceable agent actions with workflow-embedded governance policies. It’s well-designed for what it does — governing agents within the ServiceNow ecosystem. The L1 Service Desk AI Specialist automates IT support with role-based permissions inherited from human RBAC.

But there’s a scope limitation that matters: AI Control Tower governs ServiceNow agents. Not Salesforce agents. Not Microsoft agents. Not Google agents. Not custom-built agents. Just ServiceNow.

Ecosystem Governance vs. Architectural Governance

Where They Coexist
